David Quarmby CBE is leading the Rees Jeffreys Road Fund study on England’s Major Roads, with Phil Carey. David has had a long career in policy, planning, management, operations and research, mostly in transport, with 39 years’ board level experience in government, public agencies and the private sector. For the past 18 years he has had an extensive portfolio of chairman and board appointments in transport, railways and tourism, and in transport research and consultancy, as well as carrying out special assignments for the government and other bodies. He has recently been Chairman of the RAC Foundation.
Prior to 1996 he was a main board director and Joint MD of Sainsburys; up to 1984 he was a board member and MD Buses at London Transport after a period as head of research and then Chief Planner.
